Amanda Ratliff

Amanda C. Ratliff

Chief Executive Officer & Founder

Amanda has been working in the managed care and contracting arena for over 15 years. She has a true passion to serve others and is a natural problem solver. Amanda is a leader strongly devoted to her team, and the healthcare ecosystem. She has a strong desire to assist with eliminating administrative burden, wherever it may lie. She is deeply devoted to her faith, encompassing spiritual insights, as well as ethical and moral compassing. This has helped her maintain a clear path and continue to follow her vision for the organization. Her team is second to none and she is dedicated to their success, goals, and ambitions. She has strong faith in her team and is dedicated to team development. She delivers what she says and does her very best to ensure client satisfaction at every intersect.

Amanda started in the commercial industry overseeing claims, call center and provider services functions. She worked with several Managed Care Organizations, including a newly formed plan in Ohio during their start-up phase to service the Medicaid population. She has also worked in the provider space, with large skilled nursing home network, assisting with provider relations, claims processing, medical chart reviews and streamlining EFT payment processes. She found her niche and passion in developing networks, data management, contract coordination and redlining agreements.

In 2017, Amanda expanded her team and added a host of expert resources to support the healthcare ecosystem and business office needs. She built a solid foundation from there to assist in client needs, poising the company with a variety of administrative support services within the healthcare industry. These services go beyond physician or direct payer contracting, credentialing and renegotiation support. She has proven to be in the elite class in provider data management, quality, hospital contracting, single case agreement processing/negotiation, data analytics, reporting and so much more.  Her reputation precedes her in that she deliver on promises within collaborations and partnerships.

Amanda believes the future of healthcare is now. Her future desire is to help transform healthcare in low-income communities, specifically those struggling with Opioid addictions, and homelessness. She is excited about developing coordinated care plans and patient centered health, meeting people where they are in that moment.  Having gone through the experiences of building a business as a woman, Amanda has developed a passion for helping and advocating for women business owners.

Her goal has always remained steady in that her desire is to help people succeed in whatever they strive to accomplish. Her Christ centered philosophy and faith are her strength and is consistently proven by her passion to help others.

Ginny Fuentes Rivera

Chief Experience Officer

Ginny currently serves as our Chief Experience Officer. She has been leading Managed Care Operations in the Healthcare Industry, both in the private and public sectors, for over 26 years. Her career began with a Commercial-based payer and oversaw the Call Center Operations before her transition into Medicaid Managed Care Operations. She previously served as the COO for a Fortune 500 Medicaid Managed Care company, leading the Claims Configuration, Member & Provider Appeals, Community Outreach, Provider Data Management, PMO, Delegation Oversight, Contracting and Provider Services departments. She was responsible for provider relations activities to support a robust network of providers, hospitals, ancillary services, and delegated vendors to serve all product lines. She joined ARC Healthcare, LLC in October of 2018. She served as Chief Operating Officer, primarily responsible for developing the organizational structure and operational processes to support the organizations rapid growth, which was experienced as part of a large-scale provider network project. She was a key partner in the development of business rules for the proprietary software solution developed to streamline the provider contracting cycle process. In March 2020, she transitioned to the role of Chief Experience Officer with primary focus on evolving internal and external customer experiences for the organization.

Ginny brings a passion for God’s Word, her nurturing heart to serve and her gift in leadership and administration to the ARC Healthcare executive leadership team. She works to fulfill God’s mission and align her passions to re-introduce the spiritual component into healthcare, allowing individuals to focus on overall health, mind, body, and soul. Ginny is always eager to broaden her scope and always embraces a challenge. She has an enthusiasm for encouraging others and fostering a collaborative team environment. She is excited to discover what the Lord has in store for the future as she continues to seek his guidance and discernment of the spirit in all her endeavors.

Michelle Denman

Michelle Denman

Chief of Provider Network Management

Michelle serves as our Chief of Provider Network Management where she leads all activities related to provider contracting, credentialing, and provider relations. Her three-decade history consists of improving patient experience and clinical outcomes and testifies to her passion for healthcare. From the beginning, Michelle felt compassion for members and celebrated their successes. First and foremost, she is an advocate, a champion with a vast arsenal of expertise. Multi-year tours in quality- and operations-management, gave Michelle an insider’s view of public healthcare—what works and what can go awry. Prepared by that experience, she moved into provider relations, network management, and education. Michelle has held roles as a Practice Administrator in Community Behavioral Health, Provider Relations Director for a National Behavioral Health Managed Care organization, and the Operations Manager for Member and Provider Call Centers. Michelle came to ARC Healthcare in 2018 as a hospital negotiator and contracting agent. She quickly moved into leadership as Vice President of Provider Network Development and created a flourishing environment where the team of 200 provider call center and enrollment personnel could learn, grow, and thrive. Michelle’s brings a wealth of knowledge in performance improvement, call center development and management, grievances and appeals, provider engagement, enrollment, and network adequacy. Michelle holds a Bachelor’s Degree in Business Administration, and a Master’s Degree in Public Health.

Stuart Rabinowitz

Stuart Rabinowitz

Chief Technology Officer

Stu serves as our Chief Technology Officer. His focus is on information technology strategy, implementation, agile development, and medical claims & fraud analytics. He has extensive experience designing and working with complex health data and health applications. He has designed and implemented cloud-based storage and analytical solutions. Stu is known for using critical thinking skills to lead complex teams in the development and implementation of operational and transformational programs across the government and private industry sectors. Stu brings a well-diversified portfolio of expertise’s including development of large-scale enterprise architecture, value-based healthcare, data analytics, and healthcare performance payment models including experience in planning and implementation of various cloud-based environments. He is passionate about the use of data and informatics to drive research opportunities, identify public health issues, and identify and monitor treatment plan options. He is an expert in the field of enterprise and solution architecture having written some of the Federal Government’s first enterprise architecture policies. He has led or provided solutions and technical guidance to more than 25 enterprise architect projects across the federal and commercial spaces.

Chief Human Capital Officer

Amanda serves as our Chief Human Capital Officer with responsibility over our Human Resources department. She holds a bachelor’s degree in forensic psychology and is certified in dispute resolution. Amanda brings over 13 years of experience in corporate compliance within the federal and commercial space. Amanda’s knowledge extends to policy and procedure development as well as an expert in training development and execution. She is known throughout the industry as a leader in regulatory compliance versed in all 50 states. Previously she has overseen companies with excess of 6,000 employees nationally and has been a critical asset in facilitating growth of smaller companies to large corporations. She specializes in benefits, legal compliance, system implementation, and career development as well as staff expansion into new markets. She is passionate about employee engagement and works hard to ensure positive work experience for all employees in their work life and shares the company vision with all.
